- 2012 SELF Asia with ASES 4일 폐막

 

 

 

 

아시아 각국의 사회적기업 현황을 살펴보고, 사회적기업 리더들의 논의와 협력의 장을 마련할 수 있었던 2012 SELF Asia with ASES의 폐막을 알리는 폐회식이 4일(수) 오후 4시 한옥마을 내 전주소리문화관에서 진행되었다.

 

주요 참가자들이 모인 가운데 6월 30일부터 3일간 진행된 ASES 청년 사전캠프를 시작으로 5일간의 아시아 사회적기업가들의 축제의 장을 한눈에 살펴볼 수 있는 영상을 상영하는 것으로 폐회식을 시작되었다.

성공적인 대회의 마무리를 축하하며 정헌율 전라북도 행정부지사와 김재구 한국사회적기업진흥원장의 인사말이 이어졌다.

정헌율 전라북도 행정부지사는 이번 행사를 기점으로 아시아의 사회적기업이 유럽과 동등하게 성장하기를 기원했다. 김재구 한국사회적기업진흥원장은 "이번 행사는 아시아 사회적기업 발전을 위한 청사진을 제시하는 이미있는 자리였으며 민주주의, 시장경제 하에서 사회적기업이 필수적인 역할을 해야한다"며 필요성을 다시 한번 강조했다.

 

"‘아시아 사회적기업 생태계 조성과 연대’라는 주제로 열린 이번 셀프 아시아 위드 아세스에서 우리는 서로의 의견과 역량을 한데 모았고, 그 의미 있는 논의와 결정은 아시아 지역의 발전과 지속가능한 공동체 형성에 이바지할 것이라 생각합니다."
한편, 함께일하는재단 이세중 상임이사는 폐회사에서 아시아 사회적기업가들이 교류할 수 있었던 5일간 이어졌던 다양한 행사를 짚어가며 그 성과를 떠올릴 수 있게 하였다. 

 

 

 

 

이번 행사의 성과는 전북 선언으로 정리하여 '전북선언'으로 발표되었다. 시장과 정부의 실패를 보완하기 위해 사회적기업 방식이 중요한 보완수단임을 인정하고 특히 급속한 산업화와 세계화 과정을 통해 여러가지 사회문제가 극심하게 나타나고 있는 아시아에서 선한 의지를 새롭게 조직화함으로써 사회적기업의 발전을 위해 공동의 노력을 기울이자는 내용을 담은 이 선언문은 아시아 사회적기업가 대표 6명이 각 부분을 나누어 낭독했다.

이어서 함께일하는재단 이세중 상임이사가 공식적인 폐회를 선언하는 것으로 대단원의 막을 내렸다. 참석자들은 자리를 뜨지 못하고 그룹을 지어 이야기를 나누었다. 이들의 아쉬운 마음은 이어지는 '워크숍3 - Asia INSERT'로 가져가 풀어보고자 한다.

우리는 21세기에 직면한 문제가 단순히 시장과 정부의 기능을 강화시킴으로서 해결되지 않음을 인식한다. 시장은 지구촌 모든 사람들에게 안정되고 좋은 삶을 제공해주지 못한다. 정부 또한 시장으로부터 배제된 모든 사람들을 구원하지 못한다. 우리가 이 자리에 모인 것은 시장과 정부만으로는 지금의 문제를 해결 불가능하며, 사회적기업의 방식을 통한 시민사회의 노력이 정부와 시장의 실패를 보완하는 중요한 수단임을 인정하기 때문이다. 
We acknowledge that the problems we face in the 21st century will not be solved only by strengthening functions of the market and the state. The market is not able to provide stable and good quality of life to all around the globe. Neither can the state save all the excluded people from the market. We gather today because we believe that the market and the state only can not solve current problems. That’s why civil society through social entrepreneurship is essential for supplementing failures of the market and the state.

 

특히 아시아는 급속한 산업화와 세계화 과정이 야기하는 문제가 가장 극심하게 나타나는 곳이다. 성장지상주의의 가치관 속에서 인간성은 상실되며 시장 또한 탐욕적이다. 생활의 질을 고려하지 않은 성장은 극심한 환경파괴와 사회적 배제, 불평등으로 귀결된다. 경제적 성장력이 강하면 강할수록 이에 따른 부작용 또한 극심한 것이다.

Especially, Asia is the place where rapid industrialization and globalization have caused severe problems. Humanity fades away as growth oriented mind set prevails and avarice replaces. The growth process that does not consider what the real quality of life has a consequence of reckless destruction of the environment, social exclusion and inequality. The more the economy expands its power, the more its side effects appear.

 

오늘 SELF ASIA with ASES 2012에 참석한 우리는 아시아에서 새로운 경제사회모델을 만들어 가야 하는 것에 동의한다. 사회적기업을 통해 사회문제를 효과적으로 해결할 수 있도록 시민사회의 역량은 더욱 강화되어야 한다. 인간이 본래 가지고 있는 선한 의지는 새롭게 조직화되어야 하며 그것을 위해 사회적기업은 더욱 발전되어야 한다. 따라서 향후 아시아 사회적기업의 발전을 위해서 우리는 아래와 같은 사항에 동의한다.

All we have participated in SELF ASIA with ASES 2012 agree that it is important to pave a way for a new socioeconomic model of Asia. Capacity building of civil society through social entrepreneurship should be activated in the way to solve social problems effectively. Good human will existence should be re-organized. For these, social enterprises should be more developed. Therefore, we hereby agree the followings for further development of social entrepreneurship in Asia.

 

1. 우리는 시민사회, 정부, 시장 모두 사회적기업의 발전에 우호적인 환경을 조성해야 한다는 것에 동의한다. 시민사회는 사회적기업이 발전하기 위해서 스스로가 가진 다양한 자원들을 모으고 협력 네트워크를 만들어 윤리적 소비와 투자 협력망으로 연결시켜야 한다. 정부는 공공서비스의 전달과 새로운 일자리창출을 위해 사회적기업과 적극 협력해야 하며, 기업과 노조와 같은 시장 행위자들도 사회공헌활동 속에 사회적기업과의 연계를 강화해야 한다.

Firstly, we agree that the civil society, the state and the market all should collaborate together to make a more favorable environment for further development of social enterprises. The civil society can mobilize resources and collaborative networks including ethical consumption and investment movements. The state can cooperate with social enterprises for public service delivery and job creation. The market actors such as corporations and unions can strengthen the nexus between social contributions and social enterprises.

 

2. 사회적기업은 아시아의 새로운 협력의 수단임을 우리는 인식한다. 사회적 문제를 아시아 차원에서 해결하려는 노력은 지구촌의 공동체의식을 강화시킬 것이며, 그것은 결국 자신이 살고 있는 지역의 문제해결에 도움이 될 것이다. 정부의 국제협력활동, 기업의 사회공헌활동, 시민사회의 역동성은 사회적기업의 방식으로 아시아에서 새로운 성공모델로서 작동되어야만 한다. 아시아의 사회적기업가들은 정부와 기업과 시민사회의 각종 자원들을 효과적으로 동원하여 보다 적극적으로 행동하기 위해 서로 협력해야 한다.

Secondly, we recognize that social enterprises are considered as Asia’s new collaborative instruments. The efforts to resolve social problems at Asian level will strengthen global community spirit and eventually be helpful for problem solving in the community where one lives. International development actions of public sector, corporate social responsibility efforts of private sector and dynamic forces of civil society sector can be translated into new success models of Asia through social entrepreneurship. Social entrepreneurs in Asia can cooperate more in order to act together by making the best use of all the resources in public, private and civil society sectors.

 

3. 우리는 사회적기업이 기본적으로 시민사회의 자발적인 노력에서 나온 것임을 인정한다. 정부는 사회적기업이 활성화될 수 있는 환경을 만들어 주어야 한다. 사회적기업은 기본적으로는 영리활동을 하고 있는 기업체이다. 사회적기업은 혁신이 생명이며 기업가적 창조성을 기반으로 한다. 따라서 새로운 사회의 비전과 전문적 지식으로 무장한 사회적기업가는 필수적이다. 우리 모두는 그러한 사회적기업가 양성을 위해 적극적으로 협력할 것이다.

Thirdly, we admit that fundamentally, social enterprises emerged from the voluntary endeavors of civil society sector. The state should provide an enabling environment for social entrepreneurship. Social enterprises are basically the enterprises driven by social purpose, people development and sustainable profit. Innovation is the key and entrepreneurial creativity is the basics. Social entrepreneurs with new vision for new society as well as professional expertise are essential. We will try to cooperate to nurture them with all our efforts.

 

4. 우리는 대한민국 전라북도 전주에서 개최된 SELF ASIA with ASES 2012가 아시아 차원에서의 새로운 협력을 위한 출발점임을 선언한다. 우리 모두는 미래의 파트너십과 연대를 위해서 서로의 경험으로 나누고, 대화를 지속하며, 상호협력적인 행동을 위해 노력할 것을 결의한다.

Finally, we declare that the SELF ASIA with ASES 2012 in Jeonju, Jeollabuk-do, Republic of Korea has marked a new starting point of Asia’s cooperation. We together will strive for sharing our experiences, continuing our discussions and pursuing joint actions for future partnership and solidarity.
